D27905: [resources/maildir] Reload configuraton on configuration change

  Since D28523: Save configuration when creating resources for new user <https://phabricator.kde.org/D28523> was landed, I think this one should be fairly safe to land. 
  Any objections? Should I go for `20.04` branch?
