D9926: Add "New Contact" jump list action

REVISION SUMMARY
  Allows to directly invoke the new contact dialog from e.g. the application launcher, task manager and KRunner.

  Verified that the action works when kaddressbook is not running
  When kaddressbook is already running, the running instance is reused and opens its dialog
  
  You can trigger the action multiple times at which you get multiple dialogs with only the topmost dialog being interactive as it is modal
