[sysadmin/ci-tooling] build-specs/Applications: Disable execution of tests for messagelib.

Hi Ben,

could you please re-enable messagelib tests? I fixed the test that was spawning 
the run-away Akonadi server that blocked ctest.

I pushed to commit to both Applications/18.08 and master branches, so it 
should be safe to enable in both stable and master builds.
