T4601: build uptodate gpgme for kdepim master

  We've now shifted towards using distributions which are rolling release, which should hopefully be new enough.
  If it turns out that latest GPGME is required we can revisit this.
  
  With the new architecture each Product/Branch Group combination would need a separate build which should address the concerns raised by @knauss above.
