REVISION SUMMARY
  Instead of manually tinkering with if (POLICY... include
  ECMAddTests after KDEFrameworkCompilerSettings with the
  NO_POLICY_SCOPE keyword, so that it is also applied to targets
  created by ECMAddTests.

TEST PLAN
  Warning disappears.
