REVISION SUMMARY
  Validates the recipients list in the PublishDialog  .  now publishing won't silently fail if the user has a bad recipients string.

TEST PLAN
  I tried a couple times to put in bad addresses and got the Sorry KMessagebox.  When I put in valid email addresses the event was published
