[Differential] [Request, 113 lines] D3230: Add option to only build mimetreeparser, we need this to have a clean build for kube

REVISION SUMMARY
  As discussed at Akedemy kube only needs mimetreeparser form messagelib.
  To be able to only build and installs this I added an option for this.
  
  The kube team is responsible that this options works.

TEST PLAN
  build both options successfully.
