This adds a "New Message" and "Check Mail" jump list action to KMail.

Testing
-------

It is shown in Kickoff, the task manager, and when placing an icon plasmoid.

Not sure we actually need the "Check Mail" entry.

Unfortunately, when KMail is already running, the "New Message" entry brings up the KMail window along with the composer rather than just opening the composer window like it does when it was not running previously.
