We are currently including some LGPL-2.1 files that point to the (up to now,
non-exising) COPYING.LIB file. That makes this software unacceptable for
Debian. Adding the file solves the issue.

This patch was done after the rejection of the Debian ftpmasters of
kxmlrpcclient (https://lists.debian.org/debian-qt-kde/2015/05/msg00076.html)
