[Kde-pim] KDEPIM Release Manager

Howdy,

I have completely slacked off on my KDEPIM release management duties.

I have lost track of what's going on in KDE in general.

I don't think it makes sense for me to continue in this job, and Albert really needs help.

Do I want to help out? yes.
Do I have some time to help out? yes, a little

But it seems a better idea to pass the Release Manager title to someone else
who is more intimately involved with day-to-day operations in the kdepim universe.
