This is part of an effort to fix Bug 339385.

gpgme_set_offline is required so that we can do a CMS keylisting with verification but without CRL checks for the initial Keylisting in Kleopatra.

The symbol was recently added to gpgme (rev. f8a47296).
    
The functionality for this is in gnupg 2.1.7
