Federal elections in the United States are held on the first Tuesday after the first Monday in November.  For the purposes of this file, that means the Tuesday on or after 11/2.

(I was incredibly disappointed that this was missing from my Plasma calendar. ;-)

Testing
-------

edited the plan file locally and restarted plasma
verified that the 2014 election is listed as November 4 and that the 2016 election is listed as November 8 (not November 1!)
