I seem to have a similar or the same issue. Bear with me, it's a bit of a 
story :D

On my laptop, the resources refuse to go online when I enable wifi.

One of them has an issue both on my desktop and laptop (4.12 and 4.13B2), it 
is a Groupwise server that just keeps refusing my password. Interestingly, if 
I disable wifi and enable it, that account asks for my pw again. I give it 
(and I'm sure it is correct, works in the web UI), it asks again until I 
click cancel after which it states that the account is offline:
Could not connect to the IMAP-server imap.novell.com
Could not read the password: user rejected wallet access.

At this point, the other accounts stay off-line too. If I toggle them, 
nothing happens. If I hit F5 in my Gmail inbox, it asks if I'm sure I want to 
go online, then asks for the groupwise password (!!) and when I cancel that - 
nothing happens.

But I found out how to enable the Google account and my HORDE IMAP account:
Abort activity
Restart Agent
Toggle Online/Offline

and they go online and check mail.

GEO, could you try that? So open akonadiconsole, and right-click on the 
resource that should be online and pick those three in succession.
