Yes. The best advice of letting yourself be considered for a GSoC is to 
write a proposal yourself, and get in touch with the community in a way 
like "Hey, I noticed that I cannot do $FOO, and I think I could fix this by 
doing $BAR and $BAZ. Now that I have spent an afternoon on this (my dirty 
code is at XYZ), I think that this might also involve $FOOBAR, so I was 
wondering what you think?".

Asking the busy developers for help in writing a proposal drastically 
reduces your chances of getting accepted.
