An annotation is a note for a mail. You can only see it if you look at the mail - it isn't shown in kjots or any other program. A usecase for annotation i see is: you telephone with the person and want to save what you have discussed, maybe to memorize things, when answer him.
The usecase for "Create a note" would be in contrast: Somone sends you his bank connection and you want to save this bank connection as independent note to search for it independently.
