I think this looks odd in the toolbar, especially since it has no icon. Maybe the solution would be for the composer to switch to HTML when replying to an HTML message but not keep this setting persistent?
If there is no way to do this, I would suggest to, at least:
- Set an icon
- Set a less tech-sounding label than "HTML" (maybe "Formatting"? not really fond of that one though)
- Move the icon to the end of the toolbar, since it is not something user should use very often
