Replace use of 'whatsthis:' url with a QLabel-based implementation

This feature won't be available in KF5, since there is no KTextBrowser anymore. This implementation is similar to the code from kleopatra/dialogs/deletecertificatesdialog.cpp (see slotWhatsThisRequested() and UI constructor)
