They should be, but now and then some things creep into the code that cause 
build errors on Windows.
Maybe you hit one of those. You can check with the people on the kde-windows 
list, e.g. if there is a version that is know to build or on how to fix a 
particular type of errors.

Have you looked at the KDE on Windows section on TechBase?
