Kdepimlibs 4.10 cannot build with kdelibs 4.9.4. Changing the minimum version 
is the best choice so close to the release.

Correct. CMake 2.8.6 was released in October 2011 and that's the first version 
supporting the new features reporting. We just need to make sure noone will 
try to build Kdepimlibs with older CMake versions.
