Description
-------

1) Add "Enable notification monitor" checkbox above the treeview, same like in Job Tracker and Resource Scheduler tabs. It looks better ;)

2) Remove item background color from Job Tracker. a) it actually never worked  b) it made the tracker unusable with dark color theme, as it was forcing the background to be white (thus making white text invisible).
