[Kde-pim] Bumping LibKGAPI dependency in kdepim-runtime

Hi,

is everyone OK with bumping LibKGAPI dependency to 0.4.3 in kdepim-runtime? 
This would be only in master of course.

There was a bug in previous versions that was marking all calendars as read-
only, so I couldn't rely on the flag when setting collection ACLs. With this 
fixed in LibKGAPI 0.4.3, I can mark read-only Google calendars as read-only in 
Akonadi as well.
