No it isn't, I upgraded to Kubuntu 12.10 with KDE 4.9.3 yesterday and I'm 
still seeing duplicate emails. On some filters I also have a rule to remove 
the bit between the [] and in some emails that doesn't get removed either 
after the email has been moved to the new folder.
