Hmm. Maybe my version of KMail is too old. :-)

It is/was shown for messages with only HTML section.

(Almost) everything is possible in software. :-) Most of the time it's 
just a matter of somebody actually doing the work. Unfortunately, the 
number of KDE PIM developers doing actual work is (and always was) 
extremely low. Developing KDE PIM applications just doesn't seem to be 
sexy.
