Assuming that <Nepomuk2/ResourceWatcher> follows the usual way, there is a:

  /usr/include/nepomuk2/resourcewatcher.h, 

but no corresponding  "ResourceWatcher" file.

In my trunk checkout there is also a:
  kdelibs/nepomuk/core/resourcewatcher.h
