strange I use KMail 4.7.4 on Fedora 16 and don't loose filters,  but
crashes when ? I still got some crashes but never hangs and never have
to kill it .
after a crash or when you have application close
try  clean ~/.kde temps dir my user is sergio so: 
rm -rf /var/tmp/kdecache-sergio /tmp/ksocket-sergio /tmp/kde-sergio 

on konqueror -> settings -> configure konqueror , choose khtml as
default browser engine because crash less than webkit 

what akonadi resources do you have ?
