[Kde-pim] Review Request: kmail: now it is allowed to create a new folder on the top of an imap folder

Take kdepimlibs, kdepim, kdepim-runtime from master. Try and check with 
different imap servers (if you can set up locally, if not, with some free 
ones) if it is possible to create or not toplevel folders with other 
clients.
If you find a server where it is possible, but not with KMail2, log the IMAP 
commands and see what kind of capabilities does the server return and check 
if KMail2 what does it do wrongly. 
 Best would be if you would find both kind of servers.
 Enabling the Add folder without being sure it works on the server is not a 
good idea imo.
