KResources are deprecated and superseded by Akonadi.

The Akonadi KCM is actually not accessible on its own to normal users, but it's embedded in applications using Akonadi, usually somewhere in the configuration dialog, with filters to only show relevant Akonadi resources (e.g. General -> Calendars in KOrganizer, it's only showing calendars there).
