If you're interested in the documented behaviour for import of ical into 
outlook 2003, 2007 or 2010, then it might be worth looking at:

It isn't always complete, but its probably be best documentation available.

There is a HTML version as well, which is useful for linking to parts of the  
document, but the PDF renders some things better.
The discussion of VTIMEZONE is at http://msdn.microsoft.com/en-

My reading of that is that VTIMEZONE is always required ("MUST be declared"), 
but that you can only have one VTIMEZONE component per ical file.
