This is the Akonadi file cache directory, not an Akonadi mail location.
Default mail location for new setups (no migration) is 
$HOME/.local/share/local-mail, for migrated setup where ever KMail1 had kept 
the mail (usually $KDEHOME/share/apps/kmail/mail, older setups could have them 
in $HOME/Mail or $HOME/.Mail depending on distribution).

Only tags are. Categorization as in folder tree structure is maildir hierachy 
as usual.
