Short answer: there are currently no command line tools for Akonadi.

Longer answer: there is a command line tool for KDE's previous contact API 
called kabcclient.
If you enable the Akonadi compatibility plugin for KDE's previous contact API 
(systemsettings -> advanced tab -> KDE resources -> contacts), it should be 
able [1] to give you access to the contacts stored in Akonadi.

[1] I used this approach when creating and testing the compatibility plugins 
but I have to admit I didn't test if it still works for quite some time.
