That's a tool called kres-migrator.
Its purpose is to help users with existing KDE setups (and thus potentially 
accessing PIM data through the old APIs) to get their data accessible through 
Akonadi as well.

It is triggered by applications using the KResource API and should of course 
run only once per data type (e.g. contacts, calendar).

It repeatedly running always indicates that it wasn't able to complete what it 
was supposed to do which your mentioning an error confirms.

While it is possible to disable the tool, given the concrete error message it 
might be possible to make it complete successfully.

That's not a policy but if at all a general recommendation.
Some of the KDEPIM apps D-Bus interfaces (ported over from DCOP) were 
conceptionally used to make these apps work together to perform tasks like 
groupware integration.
Things they can now do directly with Akonadi and these interfaces often 
requried unfortunate hacks within the applications.

However, I somewhat agree that it would be nice to keep those that are not too 
hard to maintain, at least until some Akonadi based scripting interface 
replacement is around.

Another option would be to use kabcclient, though this requires the migration 
or manual configuration of the Akonadi KResource plugin for contacts.

This is a tool that was designed to be a scripting interface to KDE's 
addressbook during KDE3 times, but has in itself not been ported to Akonadi 
yet (though I used it quite often to test the Akonadi KResource plugin).
