[Kde-pim] kwatchgnupg documentation

Hi pim devels,

with commit r936026 by cgiboudeaux the kwatchgnupg documentation was commented 
in kdepim/doc/CMakeLists.txt, but kdepim/doc/ has still a subdir kwatchgnupg.

Thats bad for two reasons:

* kwatchgnupg documentation is not build and installed in language en_US, but 
the documentation is still processed by the i18n tool chain, translators work 
on it and all languages except en_US install a translated documentation.

* kwatchgnupg is build and installed, accessible via the Tools menu in kmail 
and kleopatra, but user running kmail and kleopatra in language en_US don't 
see any documentation, just a silly error message in khelpcenter, if they use 
the still enabled handbook action in the help menu of kwatchgnupg.

How to solve this issue?

1) remove the apparently uptodate kwatchgnupg documentation and all its 
translations, disable the handbook action in the help menu of kwatchgnupg. 

2) Build the english documentation again, see attached patch.

Of course I'd prefer solution no 2) and would like to enable the doc build 
again.
