The What's this help you sent is for the hotkeys control center module, which 
is unrelated to KDEPIM. I have forwarded your mail to Michael Jansen, who was 
last active with that module.
I agree that the what's this submission system shouldn't have been stopped 
like this. I don't remember such a discussion on this mailing list, but I 
remember it somewhere happened.
