Yep, having %SIGNATURE is not implemented, it is a wish you can find at
https://bugs.kde.org/show_bug.cgi?id=159789.

There is an option "Insert signature above quoted text" in the settings,
however I think it inserts the signature above the complete template, so
probably not what you are looking for.
