I am no expert in either Python or KDE's Python bindings but the 
retrieveCollections() method looks good.

In main you'll get the "id" argument as the value of commandline parameter
"--identifier"

You probaly also need something like a call to synchronizeCollectionTree() in 
__init__ or a delayed init method to make Akonadi request your collections.
