[Kde-pim] KDE 4.3.2 - Mini Freeze

Hi PIMsters,

The KDE 4.3.2 release is near, it will be tagged on October 1st.
We introduced a bad regression in KDE 4.3.1 (bug 206024, crash when 
autocompleting LDAP address, many duplicates). This regression was introduced 
by a late backport, and nobody noticed until it was too late.

I'd like to avoid such a thing this time, and therefore propose a mini freeze 
of the 4.3 branch. Please don't backport anything unless it is both a really 
important bugfix and *tested*. This should hopefully avoid such regressions.

Also, update your version numbers and the changelog if you can.
