ok, talking to Till about the original requirement for the Enterprise header style I found out that the design goals were 1) to provide a relatively compact style 2) hide technical details like To/Cc/Bcc

so this particular patch needs to be rejected.

however, you did find a problem: "CC:" and "BCC:" shouldn't be written out at all.  Would you like to fix that?
