Adding a new feature or configuration option if a small group of users would 
potentiall need them is not a good guide for usable interfaces.
The rarely used setting should not be in the graphical user interface for 
settings as the number of configuration options raises complexity.

I cannot judge it changing the SMTP connection timeout is important or not.
The original poster might have had a graylisting issue, in which case no 
timeout value would have helped the cause. In order to support or not support
adding a configuration feature I would want to know more about the use cases.
