That's what it is now, but personally I think the redirect should be in the
opposite direction.

I think techbase.kde.org/$MODULENAME or $APPNAME makes sense for where to
look if you want to contribute to the module or app. I think projects makes
more sense for things like 

Projects/Migrate KMail to Akonadi
Projects/Port KJots to KDE4 pillars
Projects/Move libplama to kdelibs
Projects/Reviewing techbase and userbase structure

etc. Ie specific projects. That's something I should be getting concensus
for on kde-www first though really.
