Okay, so Doug pointed me in the right direction and I have more clue than an
hour ago...

To answer your question, yes, I believe the strings that are found as a
result of extractrc and our .ui/.rc/.kcfg files should be translated. I am
not sure why they have not been translated previous to now, and I'm
surprised that this is the first I've heard of it, since I'm assuming that
this means that up to this point, our entire UI has not been i18n'd??
