[Kde-pim] Holiday region file for Namibia

Dear Webmaster

If you are not the appropriate person to whom this should be addressed,
please tell me who is. Since there is no Holiday file for Namibia in
Korganizer (I'm using 4.3.2), I'd like to contribute the attached one,
which I use myself.
