a detail i left out here: the idea was to first introduce this as a static lib 
that can be used by applications. assuming it at all goes well, then it would 
be moved into libkdeui, alongside ksystemtrayicon, which would then be 
deprecated.

the idea is to implement it, get app dev and user feedback and still be able 
to make changes as needed before committing to a BC world. 

we've already identified a few issues while doing the porting that weren't 
immediately obvious as to how people were using the system tray from their 
apps.
