[Kde-pim] Compile error kdepimlibs based on kdelibs branch caused by KDE_signal

Definitely let's dont revert. I propose to add something like 
kdepimlibs/kdepimlibs-compat.h, containing the #ifndef KDE_signal..., just 
like kdepim/kdepim-compat.h does for other things.
