[Kde-pim] [patch] KWeather Kontact plugin: do not use missing kweather icon when kweather is not present

KWeather Kontact plugin: do not use missing kweather icon when kweather is not 
present. We're looking for "org.kde.KWeatherService" service and trying to 
start "kweatherservice" service by name before displaying the icon.
