[Kde-pim] charsets in kdepim/kmail/locale.c

Hello,

I was checking something in Kmail code when I've found this file:
kdepim/kmail/locale.c

I haven't checked where this file is used, but I guess that, if there is
this file it's used from somewhere :-)

I wonder why (for example) Catalan and Spanish has iso-8815-1 and not
iso-8859-15 (that has the Euro symbol). Estonian has iso-8859-15,
Finnish too.

I would replace, at least for all European countries or close related
European countries*, iso-8859-1 by iso-8859-15. This is the attached
patch. Other option is to replace all iso-8859-1 by -15 but I don't know
the consequencies of it.

*: in the patch I left out Norwegian, Swedish and some other country
because I know that they have some special characters and I don't know
if they need -1 and not -15 to use them. Same for some other countries,
but should be better than before.
