I think I'll leave things as they are now.

Except: maybe create a new kdepimlibs/kpimutils/timezonesetting
that manages a pimtimezonerc.  So any KDE app needing to stay
on timezone with the PIM apps can do so.

I recall long ago discussing a KDE-wide KControlCenter option for
the PIM timezone setting.

Now wait a minute... David Jarvie: didn't you work on something for this?
We need a way for all PIM apps to change their timezone automatically
when any of the PIM apps change. i.e. if korganizer timezone is changed,
then the kalarm should know about it instantly.  right?
