I took a look at the files now, and it seems that the DST changes in the US 
were implemented wrong. The files contain e.g.

BEGIN:DAYLIGHT
TZOFFSETFROM:-0600
TZOFFSETTO:-0500
TZNAME:CDT
DTSTART:19700308T020000
RRULE:FREQ=YEARLY;BYMONTH=3;BYDAY=2SU
END:DAYLIGHT

which means that starting from 1970 DST started on the second sunday in march! 
This is quite wrong and will lead to wrong times in the years prior to 2007 
(e.g. dates last march will be one hour off!!!) 
The correct solution would be to add a second DAYLIGHT section that represents 
the changes starting from 2007.
