[Kde-pim] RFC: kdepimlibs/POLICIES

Howdy,

Since we now have GPL code in kdepimlibs we need to change the
POLICIES file, Section C. Licensing.

How's this?  Please review and let me know.

C. Licensing

   All source files must follow the licensing policy described in
   http://developer.kde.org/policies/licensepolicy.html, Section 3.
   That is, all source files must licensed according to one of the following:

   1. LGPL as listed in COPYING.LIB
   2. BSD license as listed in COPYING.BSD and below
      Note that the BSD license does not contain the so called 'advertisement
      clause'.
   3. X11 license as listed below

   In exceptional cases, a library may be included that is licensed according
   to the the GNU GENERAL PUBLIC LICENSE (as listed in the COPYING file in
   this directory).  The associated library binary will be installed with
   the "-gpl" extension to indicate that it has an exceptional license, and
   that those wishing to link to this library should pay special attention.
