I had the same problem.
On investigation with the fontconfig mailing list, I found
out that the cache files are created in a new directory,
but the old cache files from the directories with the fonts
have precedence.

These old files obviously had old timestamps, but were not deleted by
"fc-cache -f": and a normal "fc-cache -v" showed, that some
cache files were created again and again; this stopped after
manually deleting the old caches in the font directories.

Perhaps this bug is already fixed in CVS.
Neverless - this email is for the archive if somebody has
the same problem again.
