I haven' t seen the original question, but, yes, the IDN routines are
always used, if available. That means that every hostname being resolved
is transformed according to the ToASCII rules, defined by RFC 3491.
For ASCII-only domains, this means mostly lowercasing, but also a few
safety checks (all domain labels being non-empty and less than 64
characters in length).
